National credentials can be authenticated online, offline

MANILA – The Philippine Identification System (PhilSys) will enable faster and more accessible services and accelerate the country’s goal towards a digital economy.

Identity verification will also be easier with the authentication services that PhilSys will provide and that its partners can use, said Undersecretary Dennis Mapa, national statistician and Statistical Authority of the Philippines (PSA), during ‘a digital government orientation webinar on Friday.

The Philippine Identification Card (PhilID) or National Identity Card is designed for both online and offline authentication.

“To verify the authenticity of the PhilID, the relying parties of PhilSys can perform physical inspections based on the physical security characteristics of the ID,” he said.

A relying party is an electronic server which provides access to a secure software application.

More than 32 million Filipinos have completed biometric registration from Stage 2 through Sept. 24, Mapa said.

The PSA also aims to deploy a Quick Response Code Verification (QR) system that will allow users and customers to verify the data encoded in the PhilID.

The mobile ID is also in the planning stage, which will also be valid as the physical PhilID card.

“The PhilSys is a transformational program enabling the Philippines to move from paper and manual transactions to an inclusive digital economy using digital identifiers,” he said.

Mapa said the government is investing every effort to ensure that PhilSys will operate as a “world-class digital identity system”.

Applicants will then wait for the demographic verification and biometric entry step 2 schedule.

PhilID cards will be delivered door-to-door by PSA’s official courier partner, Philippine Postal Corporation, which has already shipped 1.9 million nationwide and is ready to send over five million more.

Enacted by President Rodrigo Duterte in August 2018, Republic Law 11055, or the Philippines Identification System Law, aims to establish a single national identity document for all Filipinos and resident aliens.

The national identity document will be a valid identity document which will be a means of simplifying public and private transactions, enrollment in schools and opening bank accounts.

It will also increase efficiency, especially in dealing with government departments where people will only have to present the PhilID during transactions. (ANP)
